The veto session is when the state legislature gathers to review legislation that was vetoed by the governor. They then vote if they want to override that veto and enact the legislation.
A special session is when the state legislature reconvenes outside of the normal session. In Illinois, this happens when the head officer of the Senate and of the House of Representatives make a joint proclamation.
A shell bill is a bill that is filed that does not make any substantive changes. It is created so it can later be amended to become a substantive piece of legislation. A shell bill is like a place holder for a piece of legislation that is still being negotiated or legislation that may be needed to address an immediate concern.
It is a matchmaking process. The representative submits a list of which committees they are interested in, and then those preferences are matched with which spots are available.
