Town Hall with Senator Ellman & Rep. Yang Rohr
Dear Friends,
As the spring legislative session enters its final stretch, work in Springfield continues at a fast pace. In this newsletter, you’ll find updates on legislation I’m advancing on behalf of our community, opportunities to connect through upcoming events, and information about our June Citizen Advisory Panels and town hall.
Yesterday, the Illinois House and Senate gathered in a joint session to honor Senator Richard Durbin and his remarkable 44 years of service as an elected official. Senator Durbin’s leadership, integrity, and commitment to public service have had a lasting impact on Illinois and our nation. In his remarks, he emphasized the importance of never losing sight of the people we serve and of being strong representatives and advocates for our communities. The message resonated deeply with me, and it was especially meaningful to join colleagues from across the state in recognizing his career and contributions.
As always, thank you for the opportunity to serve our community. I hope to see many of you at our upcoming events and conversations in the weeks ahead.
Sincerely,
Janet

Legislative Highlights Updates
Over the past few months, I’ve provided regular updates on the below House bills that originated from our 41st District and passed the House floor. Most have now also passed the Senate committees and floor (after passing the Senate State Government Committee on May 27, HB4438 currently awaits Senate floor action). These bills will now go to the Governor for his consideration and signature. For a detailed explanation of the bills, please see our April 2026 newsletter.
I am also chief sponsor of and carrying through the following Senate bills:Â
SB3037Â Dark Sky Act: This bill builds upon the Responsible Outdoor Lighting Act, originally passed in the previous 103rd General Assembly. It requires all state buildings to meet requirements designed to mitigate light pollution, saving taxpayer dollars on energy wasted on night lighting and reducing harms to nocturnal ecosystems.
SB3403Â Pension Audit and Financial Reporting: This bill addresses the annual report deadline for the Illinois State Board of Investment in cases of a delayed audit, ensuring that ISBI can still publish its annual report and be in compliance with the Pension Code when there are delays outside of its control.
In addition, my colleagues and I continue to negotiate through other legislation and the final budget for fiscal year 2027. While it is always difficult to predict the final path of these conversations, areas I expect will see some progress include legislation around artificial intelligence governance, affordable housing, and prescription drug costs.

We’ll be meeting online and an hour earlier than usual for this month’s Coffee & Conversation, as the House is scheduled to be in session through this weekend. This last week of the regular spring session typically moves quickly, and I look forward to filling you in on the progress of budget and other negotiations as I join this month’s coffee from my office in Springfield.
